13U DIVISION

INFORMATION & REQUIREMENTS

The following is information and requirements as it pertains to the 2019 Kino 13U Spring League. Field size is 80 foot bases/54 foot pitching distance.

To be considered for entering a team in this league, please read the following information and requirements.

COMMITMENT

This league is a priority. Weekend tournament’s come second. If a team cannot meet the scheduling requirements, then it will not be considered or accepted to play in the league.

SCHEDULE

The league schedule window is from March 9 to May 11, 2019.

League games will be scheduled for Saturdays and Sundays.

Game sites will include Stefan Gollob Park (east side), Mehl Foothills Park and Tortolita Fields 9 and 10 at Arthur Pack Park (northwest side).

It is planned to play 12 games (minimum 2 games per weekend).

Easter weekend in 2019 is April 20-21. Games will not be played on Sunday, April 21, but games will be scheduled to be played on Saturday, April 20.

BLACK OUT

Teams are permitted ONE (1) black out weekend (2 days). If you have more than two days to blackout then this becomes a problem that effects the other teams in the league and therefore your team will not be accepted to play in the league.

If a team has a black out weekend, then to make up the games the team misses, they will be scheduled to play 3 games a weekend in order to catch up with the rest of the league.

PLAYER ELIGIBILITY

AGE CUTOFF: May 1, 2019. Player turning age 14 prior to May 1st is not eligible to play in this league.

PROOF OF BIRTH: Coaches are required to submit copies of players proof of birth at the pre-season league meeting on Tuesday, March 5th. NOTE: If a player played in the 2017 or 2018 Kino Fall League, the league has the player proof of birth on file. Coach is to check with the league to confirm this. Only need a copy—not the original.

TEAM ROSTER COMPOSITON

Maximum number of players a team may have on the roster is 18.

Players can be added to the league up to Sunday, March 17. After this date rosters are frozen for the remainder of the season.

If a player leaves the team during the season, they are not permitted to play on another team in the 13U league.

INSURANCE

The league does not provide medical/accident insurance. If a player or coach require medical treatment for practice or a game, they do so under their current health plan.

The league does provide liability insurance coverage.

BAT SPECIFICATION

Bat Specifications

PERMITTED: Bats may not exceed 34 inches in length and must have one of the three above listed stamps on the bat.

Player may use a solid one- piece wood bat (ash, maple or birch)

NOT PERMITTED: Bat with a barrel diameter of 2 ¾” is not permitted.

PITCHING

Pitcher may pitch a maximum of seven (7) in a weekend. CLARIFICATION: Pitcher may pitch 3 innings on Saturday and come back and pitch 4 innings on Sunday.

There is no pitch count for this league. Coaching staffs are recommended to maintain caution when using a pitcher when it comes to the number of pitches they throw in a game.

UNIFORMS

All team roster players are required to be wearing matching color jerseys with a number on the back, baseball pants and cap.
Teams that have multiple colored jerseys, and a player(s) come to the game wearing incorrect color team jersey will be required to sit out the first 3 innings of the game. The player(s) will be eligible to enter the game in the 4th inning.

Numbers:

  • If there are players with duplicate numbers, on the line- up card the manager is required to add the letter “A” and “B” next to the duplicated number of each player.
  • TAPE IS NOT PERMITTED to create a number.
  • Player wearing a jersey with no number is not permitted to play.

Coaches are to dress appropriately and professional and must wear a baseball cap when on the coaching lines.

BASEBALLS

The league will provide each team with 2 dozen game baseballs. 2 new game balls are to be presented to the home plate umpire prior to each game.

Teams are responsible for chasing foul balls that go out of play on their side of the field and return them back to the umpire.

If the umpire does not have any more game baseballs, then each team will provide good “used” baseballs.

After the game is over, if there are any game baseballs remaining, the umpire will drop them on the ground at home plate area so the teams can collect.

SAFETY/EQUIPMENT

The force play slide rule that is in effect for this league can be reviewed from the league website.

Teams are to provide their own equipment. The league does not provide equipment.

Batting helmets must be double ear flap and must not have any cracks or tape applied to the helmet. Such helmets will be removed from the game by the umpire.

Chrome batting helmets not permitted.

Catchers or the team is to provide catcher equipment that includes helmet and mask. If the mask and helmet are separate, then the mask must have a dangling throat guard. If the mask and helmet are combination (hockey style) then a dangling throat guard is not required.

Umpires will rule and err on the side of safety. They have full authority to remove any helmet, bat, catcher equipment, etc. from the game is they deem it unsafe for use in a game.

Coaches are responsible that players are properly and remain hydrated during practices and games.

Teams are to have in their possession at all games a first aid kit. Cooler of ice and water is recommended to be brought into the dugout for the team. There are no concession operations available at the fields for this league—so it is important to have your own ice and first aid kit available for any medical treatment that may be needed.

Teams and players are to provide their own water. The league does not provide water for games.

CONDUCT

Sportsmanship and behavior is a priority when it comes to the players, coaches and spectators. In order to maintain the integrity of the league and provide a safe and secure environment for all the involved, the following penalties for poor behavior is as follows:

  • Ejections are judgment decisions by the umpires. There are no appeals for an ejection.
  • Player that gets ejected from a game can remain in the dugout but can no longer participate in any capacity (i.e. warming up players, coaching, etc.). If the player parents are present at the game, they may remove the player from the dugout and leave.
  • Player ejection will represent an automatic one (1) game suspension.
  • Coach that gets ejected must immediately leave the field and go directly to the parking lot. Out of sight out of mind. Coach is not permitted to be seen anywhere around the field by the umpires. If an ejected coach remains in and around the field, the umpires will stop the game until the coach has left. Umpires have the full authority to forfeit a game if the ejected coach does not comply.
  • The umpires will submit a report to the league and the league will determine if further disciplinary action is required, i.e. suspension.
  • The same coach gets ejected a second time in the same season will serve an automatic one (1) game suspension. Further ejections in the same season will result in the coach being terminated from the league for the remainder of the season, which includes post-season play.

SPECTATOR CONDUCT:

  • The team manager and coaching staff are required to monitor and control their spectators when asked by the umpires. Failure to assist in the control of the spectators can result in the umpire ejecting the team manager and coaches.
  • Local law enforcement can be contacted to assist in removal of spectators or coaches.

Freshman Club

INFORMATION & REQUIREMENTS

The Kino Baseball League presents the 8th annual Freshman Club Spring League. The tradition of the league is one of highly competitiveness and plays high school rules (NFHS). The objective of the league is to prepare and provide players and families the high school spring environment that they will experience as the player matriculates through to high school. Only teams that wish to play at this level are to apply. This league is not a recreational type league. Standings are maintained, a champion determined.

PLAYER ELIGIBILITY

Players that are presently enrolled in 7th-8th-9th are eligible to play in the league.

Players that are enrolled in High School (9th grade) and are on a High School freshman, jayvee, varsity team are NOT ELIGIBLE to play in the league per Arizona Interscholastic Association (AIA) rules of player eligibility.

SCHEDULE

The league schedule window is from March 9 through to April 29. If weather cancels games during this time period, the league schedule will extend in May as needed to determine a league champion.

Teams will be scheduled to play 12 league games.

Days of play: Teams need to be available to be play on Saturdays, Sundays and weeknights.

Post-Season Format to be determined prior to the start of the season.

BLACK OUT: School spring breaks occur during the time the league is playing. Teams will be permitted ONE (1) black out weekend. If a team requires more than one black out weekend, the team will be placed on a waiting list. Teams wishing to enter the league must provide black out weekend dates.

GAME SITES

League games will be scheduled to be played at: Arthur Pack Park Field 6, Curtis Park, Reid Annex Fields, Thomas Jay Regional—Littletown Park

TEAM COMPOSITION

Players must be enrolled in 7th-8th-9th grades.

Team roster maximum is 18 players.

Team can add players to the roster up to March 24. After this date team roster is frozen.

Team roster is required to be submitted to the league prior to the start of the season. (March 9)

Coach is to email the league any roster addition(s). Verbal communication on player addition is not permitted.

Player that leaves the team at any time during the season they are not permitted to go and play on another team in the Freshman Club League.

Player is not permitted to play on multiple players in the Freshman League.

SCHOOL GRADES

Since the concept of this league is to mirror the high school spring season and to prepare players and parents for the type of game and rules that are played in high school along with players maintaining their grades in order to be eligible to play.

The league highly recommends that coaches develop a program where a player grades must be at a passing standard like the high school level, and if the player is not meeting his/her education grade requirements then the player should not be permitted to play. We should not be entitling or pandering players when it comes to their grades and education. The league will not be involved in this process, but the coaches should establish the standard and follow through on it.

The understanding of the importance of positive school grades at the high school can begin to be taught at this level.

BAT SPECIFICATION

Bats with the BBCOR .50 stamp is permitted. The BBCOR bat is the approved high school bat that is permitted.

Players are permitted to use solid one- piece wood bat (ash, maple, birch)

NOT PERMITTED is any metal, USSSA, Little League, etc. composite bats.

PITCHING

Pitchers will be permitted to pitch maximum 7 innings during a calendar week. Calendar week is defined as Saturday through Friday. CLARIFICATION: Pitcher pitches 4 innings on Saturday, is permitted 3 additional innings on Sunday or during the week if the team is scheduled to play during the week.

There is no pitch count.

All other pitching rules fall follow the NFHS pitching rules and regulations.

BATTING ORDER OPTIONS

Teams permitted to bat 9, 10 or 11 batters in the line- up.

Team uses 9 batters, they are permitted to use the Designated Hitter (DH) for any defensive player.

Team used 10 batters (Extra Hitter)—DH is not permitted.

Team uses 10 (EH) and 11 (XH) batters—DH is not permitted.

Continuous batting order not permitted.

SUBSTITUTION

Any starting player may be removed from the game and return (one time during the game) back to original spot in the line- up. Substitute that is removed is no longer eligible to return to the game. Starter removed a second time is no longer eligible to return to the game.

Moving of players up or down in the line- up is not permitted.

There is no mandatory play.

UNIFORMS

Players are required to wear same colored jersey with a number on the back, baseball pants and cap. Teams with multiple jerseys and a player is wearing the wrong color jersey, the play will not be permitted to play in the game for 3 innings. Starting in the 4th inning the player will be eligible to enter the game.

Player uniform jersey that does not have a number, player is not permitted to play in the game.

Duplicate numbers: Permitted, but coach is required on the line up to denote a letter next to the players wearing duplicate numbers. Example: 24A, 24B.

Coaches are required to dress appropriately that includes baseball cap that must be worn when on the field when on the coaching lines during the game. Coach can wear full baseball uniform if they wish—not required.

BASEBALLS

League provides each team with 2 dozen game baseballs. At the pre-game plate meeting coach is to bring two (2) new baseballs to the home plate umpire.

During the game if additional baseballs are needed, each team will be required to provide a “good” used baseball.

After the game, the umpires will leave any baseballs left over on the field for the teams to divide up.

Teams responsible for retrieving foul balls that go out of play on their side of the field.

INSURANCE

The league does not provide medical/accident insurance. Player or coach that gets injured during a practice or game and requires medical treatment they do so on their own health care plan.

The league does provide liability insurance coverage.

Copies of certifications are to be submitted to the league prior to the start of the season for the coach to be eligible to be on the field and in the dugout with the team.

Coaches who have these certifications and have submitted to the league for prior leagues are not required to re-take.

CONDUCT

NFHS rule that applies to high school coaches and players will in effect for this league.

  • Player or coach gets ejected from a game, they will serve a one (1) game suspension.
  • Player gets ejected from a game they can remain in the dugout but cannot participate in any capacity for the remainder of the game. If the player’s parents wish to remove the player from the dugout for the remainder of the game, they are permitted to do so.
  • Coach gets ejected they must immediately leave the field and go directly to the parking—out of sight out of mind. Ejected coach is not permitted to be around the field after an ejection. Umpires do have the authority to suspend or even forfeit the game if ejected coach remains around the field or is visible to the umpires.
  • There are no appeals or discussions on ejections.
  • Subsequent ejections to the same coach during the season will involve additional game suspensions up to termination from the league.

SPECTATOR CONDUCT

Team Manager responsible for the team’s spectator conduct. If the umpires request assistance, the manager is expected to assist. If the manager refuses to do so, then the umpires have the authority to eject the manager from the game.

Spectators can be ejected from the park by the umpires. Local law enforcement can be called to assist in removal of ejected spectator. League is not responsible for any legal costs incurred by ejected individual if prosecution is required.

ENTRY FEE

Entry Fee: $1,500 – covers cost of umpires, game baseballs, field rentals, field preparation, post-season.

League does not accept credit or debit cards.

Payment form in check, cashier check or money order. Cash is accepted.

Deposit: $250.00 required by February 28, 2018. Balance of $1,250 to be paid at pre-season league meeting scheduled for Monday, March 4. Time and location of meeting to be announced.
